Przewidywania kresu międzynarodowej dominacji Stanów Zjednoczonych (American Decline) ponownie zyskały popularność. (...) Tylko przyjmując do wiadomości fakt słabnięcia własnej pozycji, można przedsięwziąć działania zaradcze: podjąć próbę odbudowy fundamentów potęgi lub - jeśli sprawa zostałaby uznana z góry za przegraną - minimalizować negatywne następstwa zmiany w światowym układzie sił. Przeoczenie lub zlekceważenie ostrzeżeń o zaniku potęgi mogą być jednak tak samo niebezpieczne, jak ich wyolbrzymienie wskutek kierowania się mylnymi przesłankami. Jeśli istnieją podstawy, aby przypuszczać, że deklinizm przenika do amerykańskich kręgów decyzyjnych, to wnioski z tego faktu powinni wyciągać zarówno sojusznicy i partnerzy USA, jak i ich rywale. Znajomość substancji kolejnych odsłon deklinizmu może pomóc trafniej oceniać kierunek, w jakim w USA zmierzają zarówno polityka społeczno-gospodarcza, jak i - a może przede wszystkim - polityka zagraniczna.
