Abstrakty

Kontrola zbrojeń przestała być już instrumentem o wysokim stopniu autonomii, jak to miało miejsce w okresie zimnej wojny. Niegdyś strategiczna i/lub ogólnoeuropejska, dziś kontrola ta jest także adaptowana do warunków konfliktów o wymiarze lokalnym czy regionalnym. Obecnie stanowi ona część szeroko rozumianej polityki zagranicznej oraz bezpieczeństwa i nie może być izolowana od innych czynników, takich jak wewnętrzne działania i koncepcje, polityczne naciski, gospodarcze warunki czy finansowe koszty. Co więcej, od lat 90. próbuje się, zwłaszcza w Europie, łączyć elementy kontroli zbrojeń z innymi narzędziami polityki bezpieczeństwa w celu uzyskania synergii aktywności wielostronnej. Mimo to kontrola zbrojeń nie stała się ani celem samym w sobie, ani panaceum na bolączki związane z bezpieczeństwem, lecz funkcjonuje jako środek jego umocnienia. (fragment tekstu)
