Abstrakty

W artykule podjęto próbę odpowiedzenia na pytania: Dlaczego postrzegamy określone grupy potrzebujących jako bardziej zasługujące na pomoce niż inne grupy? Komu, naszym zdaniem, powinno pomagać państwo? Odpowiadając na te pytania, zmierzamy do osiągnięcia celu, jakim jest przedstawienie "kształtowania problemu" (issue framing) w odniesieniu do zasługiwalności. W artykule wskazano, że sposób w jaki problem jest komunikowany społeczeństwu - przez polityków, związki zawodowe, organizacje non profit, a przede wszystkim przez media - ma istotny wpływ na naszą skłonność do zaakceptowania jednego ze sposobów jego rozwiązania. Stosując framing w odniesieniu do zasługiwalności (deservigness), konieczne było zidentyfikowanie obszarów, w których zastosowanie odmiennej ramy (frame) mogło skutkować zwiększeniem lub zmniejszeniem akceptacji dla pomocy państwa określonym grupom beneficjentów. W efekcie wyróżniono sześć podstawowych kryteriów oceny zasługiwalności: kontrola, tożsamość, skala potrzeb, wzajemność, postawa i adekwatność. Ostatnim krokiem było zastosowanie tych kryteriów dla wyjaśnienia różnic w ocenie zasługiwalności: osób starszych i chorych, rodzin wielodzietnych, bezrobotnych, imigrantów i niepełnosprawnych. Who deserves to be supported by the state? Why some groups of beneficiaries are perceived to be more deserying than others? When answering the questions we pay atten-tion at issue framing for deseryingness. The papers aims at indicating the problems with social Communications and their consequences for our support for any groups of beneficiaries. When using framing of deseryingness it is necessary to identify the fields where frame may led to an increase or decrease of perceived deseryingness. As a consequence we have a list of five criteria: control, identity, the depth of need, reciprocity, attitude and adequacy. In the last step I used the criteria for explaining the differences in the evaluation of deseryingness of: older or ill individuals, families with number of children, jobless persons, immigrants and disabled persons.
