W niniejszym artykule omówione są metody równoważenia budżetów terenowych. Rozważania dotyczą ważnych aktualnie zagadnień, ponieważ staramy się zastąpić uznaniowy system przydziału subwencji systemem obiektywnym. Wydaje się, że opisany w artykule kierunek zmian będzie w przyszłości kontynuowany. (fragment tekstu)

In the paper two methods of local budget balancing have been discussed. If the local-government reform is to be successful it is necessary to create an accurate financial system which would provide a basis for the functioning of local councils. The revenues obtained from taxes are usually insufficient to finance the costs of running the parish and, therefore, other sources of finance are very important. In the article the author has presented the method of grants expressed as a percentage of the state budget revenues or the method of subsidies. A great deal of attention has been devoted to the latter one, as the size of the subsidies will be determined according to criteria, which are different from those applied in the previous years.(original abstract)
