The Valuation of Dependence of Farms Income on Direct Payments in Member States of the European Union Based on FADN Results

Celem opracowania jest analiza sytuacji dochodowej gospodarstw rolnych funkcjonujących na terenie Unii Europejskiej ze szczególną uwagą znaczenia dopłat kierowanych do rolników. Podstawę empiryczną analizy stanowią wybrane parametry wyników standardoych FADN z lat 1989-2006, znajdujące się w bazie FADN. (fragment tekstu)
Redefining of CAP purposes was the reason why particular technological restrictions have been forced upon farm holders. The type and specification of these restrictions arę defined by Good Agricultural Practises guidelines as well as by cross compliance rules. In order to obtain the subsidies, the farmers are intended to constantly ensure the appropriate supply of agricultural products on the territory of the European Union and to protect the natural environment. Due to the lack of market prices on activities in the field of natural environment protection, which are special kind of social services, farmers activities have been included in the common programme supporting the manufacturing of products belonging to the group of non-replaceable products. In agricultural holdings functioning on the territory of the European Union, the evident upward tendency of production costs per agricultural production unit is observed. The essential reason is that prices of agricultural production materials arę rising at a greater rate than prices of agricultural products. Among the EU Member States there are farms, where incurred costs exceed generated value of production. Such states prove that disadvanta- geous price relations for farmers exist on European market. The relations mentioned above are getting worse in the following years of the considered period. It is indicated by the rising number of the EU Member States, where costs exceed obtained value of production. In 2004 such a result was noted in 7 countries and in 12 countries two years later. Thus, subsidies transferred by out-of-market channels addressed to farmers are getting more and more important in generating incomes of agricultural holdings. Taking the current economic situation into account, as well as ongoing debate in the European Union, the abandonment of fmancial support of farms in the EU through out-of-market channels is possible. Under these circumstances, in order to obtain incomes close to the level as in 2006 farmers earned, it would be required to raise the sale prices of products in the EU by average of 20%, or to reduce the costs of agricultural production materials by average of 33%.
