The paper presents the main tendencies of the Soviet attitude towards the unresolved territorial conflict between Japan and the U.S.S.R. after World War II. Within these tendencies the legal and political ideas which made the basis for the Soviet attitude are shown. In that case the most important factors were: the Yalta agreement of February 11, 1945 (conditions of the U.S.S.R. entry into the war with Japan), Japan's capitulation act of September 2, 1945, the peace treaty of San Francisco of September 8, 1951, and the peace declaration of October 19, 1956. In the evolution of the Soviet attitude, the following were of significant importance: the treaty on the bilaterial co-operation between the U.S.S.R. and U.S.A. of January 19, 1960, common, Soviet and American, communications of 1973 and 1991. The paper also points to the influence of certain international events on the main tendencies of the U.S.S.R. line. Finally, the author presents the conclusions which are an attempt to answer the question about the reasons of not solving the problem of the "Northern Territories", and mentions the present complexity of attitudes on the Soviet political arena as regards the settlement of that matter.
