Abstrakty

Omówiono zakres działania i kompetencje samorządu terytorialnego. Następnie przedstawiono samorząd terytorialny w stosunku do administracji państwowej.

The aim of the paper is to show basic problems connected with the introduction of the new territorial system. The place and role of self--government, considered to be a regional economic subsystem, have been presented. The possibilities and barriers of local self-government development have been pointed out. The author attempts at synthetic approach to notional deliberations and gives economic and legal solutions decisive of the shape of Polish local self-government. The paper consists of a short introduction and four parts being a set of basic characteristics of the presented model of self-government implied by the introduced definition - "self-government" - in an attributive sense.(original abstract)
