Abstrakty

Parlamentarna kontrola nad tajnymi służbami, ze względu na ich szczególny charakter, ma dwojaki wymiar: opiera się na przepisach prawnych określających co i jak należy kontrolować i na consensusie odpowiednich sił politycznych, ustanawiającym zakres i metody kontroli. Który z tych dwóch wymiarów pełni podstawową rolę zależy od systemu politycznego, tradycji historycznej i aktualnych okoliczności. W artykule rozpatrzono pięć przypadków: Francję, Niemcy, Wielką Brytanię, Rumunię i Stany Zjednoczone. (abstrakt oryginalny)

The parliamentary oversight of the secret services, due to their specific nature, is based on legal rules determining what and how to oversee and/or on a consensus among the relevant political forces, establishing the scope and methods of the oversight. Which one of these two dimensions prevails depends on the political system, historical tradition and current circumstances of a given state. This article deals with the situation in five countries: France, Germany, United Kingdom, Romania and the United States. (original abstract)
