Usankcjonowany przez konwencje ONZ paradygmat postrzegania problemu narkotyków jako przede wszystkim przedmiotu polityki karnej jest coraz silniej kwestionowany. W artykule omawia się przykłady krajów, w których odstępuje się od karania posiadania marihuany lub wręcz zmierza się do jej legalizacji. (abstrakt oryginalny)
A paradigm (sanctioned by the UN conventions) of perception of the drug problem primarily as a matter of criminal justice policy, is increasingly called into question. This article presents examples of countries which desist from imposing criminal sanctions for possession of marihuana or even tend towards its legalization. (original abstract)
