Usankcjonowany przez konwencje ONZ paradygmat postrzegania problemu narkotyków jako przede wszystkim przedmiotu polityki karnej jest coraz silniej kwestionowany. W artykule omawia się przykłady krajów, w których odstępuje się od karania posiadania marihuany lub wręcz zmierza się do jej legalizacji. (abstrakt oryginalny)

A paradigm (sanctioned by the UN conventions) of perception of the drug problem primarily as a matter of criminal justice policy, is increasingly called into question. This article presents examples of countries which desist from imposing criminal sanc­tions for possession of marihuana or even tend towards its legalization. (original abstract)
