Na wstępie rozważań na temat funduszy UE w kontekście możliwości dostarczenia europejskich dóbr i usług publicznych należy podjąć próbę zdefiniowania pojęcia ogólnoeuropejskiego dobra publicznego. W tej kwestii można spotkać różne podejścia. Techniczne podejście do definicji europejskich dóbr publicznych koncentruje się na ich odróżnieniu od narodowych dóbr publicznych przy zastosowaniu kryteriów wartości dodanej, subsydiarności i typu produkowanych efektów zewnętrznych. Zgodnie z kryteriami wartości dodanej i subsydiarności, inicjatywy podejmowane na szczeblu europejskim powinny zastać ograniczone tylko do przypadków, gdy jest to bardziej efektywne w porównaniu z działającymi niezależnie państwami członkowskimi. Europejskie dobra publiczne są zatem dobrami zbiorowymi dostarczanymi w niewystarczającej ilości na poziomie narodowym, co uzasadnia konieczność ich sfinansowania ze szczebla ponadnarodowego. Uwzględniając natomiast kryterium istnienia efektów zewnętrznych, europejskie dobra publiczne definiowane są jako dobra zbiorowe przynoszące korzyści lub powodujące szkody wszystkim obywatelom Unii (tzw. pozytywne lub negatywne efekty zewnętrzne). Europejskie dobra publiczne w tym kontekście rozumiane są jako dostarczanie usług, które wpływają na dobrobyt każdego obywatela Unii, w odróżnieniu od lokalnych dóbr, które dostarczane są do określonej grupy społeczności lokalnej. The EU budget, and in particular its size and structure, is one of the mostly discussed and controversial issues in the field of the EU financial system. Today's economists, who focus on EU public finance, have highlighted the need to reprioritize spending and redirect them to pan-European public goods and services. Therefore, the main challenge during the coming programming period will be the identification of those items which could be financed at the pan-European level referred to European public goods. Furthermore, the value of such spending should be established within the limitsof the EU budget. The notion of European public goods, although variously understood and interpreted in relevant literature may play the key role in setting the possible directions of EU budgetary reform. Particularly, the size of the general budget as well as its expenditure and revenue structure is under the concern. The author examines selected concepts by today's economists regarding EU funds earmarked for public goods that serve the whole Community. Although decisions on changes in spending priorities will be made by the member countries with active participation of EU institutions, this issue is sure to be analysed more widely during discussions on the future of the EU budgetary system. In particular, these discussions will concern currently dominating spending on the common agricultural and cohesion policies. This topic deserves special attention and scrutiny as it could be utilised by Poland during the debate on EU budgetary reform, as well as during budgetary negotiations on the new financial perspective for the years 2014-2020.
