The SAPARD programme (Support for Accession Measures for Agriculture and Rural Development) is an instrument of preaccession aid for rural areas of Poland and other candidate countries. The programme was established in order to implement acquis communautaire of Common Agriculture Policy. The programme is based on Polish strategic goals in terms of rural development: creation of working and inhabiting conditions of rural areas that allow the growth of economic, educational, social and cultural standards,reconstruction of agricultural sector and adopting it for economic and social changes,sustainable development, environment and rural culture heritage protection.SAPARD allows local rural communities to co finance infrastructure investments: waste-water sewage system, water supply system, waste managment, roads, energy. Local communes in Lower Silesia region applied for SAPARD aid. The first deadline for application was 16th of September 2002. Such a number of applications (109) was not expected by the Agency for Restructuring and Modernisation of Agriculture. The research is made by a method of a poll. The questionnaire was answered by 41 local communes, that is 23,16% of communes entitled to apply for the SAPARD aid. The research indicated local communes problems and motions for European funding. A disadvantage of the SAPARD programme (according to the questionnaire) is the need of pre-financing the investment, complicated procedures and time-consuming verification of the application. The research also revealed the controversion of Polish accession to the European Union. As a common result of the survey the willingness to development through funding of the European Regional Policy can also be indicated. (original abstract)
