Abstrakty

Gospodarstwa emerytów i rencistów stanowią specyficzną grupę ludności, której sytuację finansową często traktuje się jako wykładnik poziomu życia ludności w ogóle. Z kolei podstawową charakterystyką poziomu życia gospodarstw domowych jest struktura ich wydatków. W artykule poświęconym tej analizie stwierdzono występowanie bardzo wysokiego udziału wydatków na żywność (w niektórych przypadkach ponad 50%) i użytkowanie mieszkania (do prawie 30%) oraz bardzo niskiego udziału wydatków na higienę osobistą (mniej niż 4%) w wydatkach ogółem na osobę. Zaobserwowano, iż w czasie następuje wzrost udziału wydatków na zdrowie, a także na napoje alkoholowe i inne używki. W świetle poczynionych w artykule spostrzeżeń sformułowano tezę, iż gospodarstwa domowe emerytów i rencistów funkcjonują w ramach dość restrykcyjnego przymusu ekonomicznego, znajdującego wyraz w niekorzystnej i pogarszającej się strukturze wydatków. Households of old-age pensioners and disability pensioners are a specific group of population whose financial situation is frequently treated as an exponent of the living standard in general. On the other hand the living standard in households is described by the structure of their spendings. The aim of this article is to characterize and to present differences in the structure of spendings on commodities and services between the households of old-age pensioners and those of disability pensioners. Empirical material for the analysis was published information on the level of expenditures on particular consumer goods and services obtained from national studies on households' budgets in the years 1993, 1997 and 2002. The period accepted for the analysis is justified above all by comparability of data due to the method applied to observe budgets of households and way of publishing the information. As regards the structure of spendings on food, a lot of money is spent on meat and very little on fish. Moreover, what is striking is the high share of spendings on food in the total expenditures on consumer goods and services (in some cases it amounted to over 50%) and also a very high share of expenditures on rent and utility bills (up to 30%). However, in the course of time there was observed a decline in the share of spendings on food and a growth of expenditures on rent and household equipment. A highly negative phenomenon is a very low share of spendings on personal hygiene (below 4%) and education (less than 1%). Moreover, it is alarming that the share of money spent on health care went up while the slight share of money spent on hygiene and education declined. It should also be noted that the share of expenditures on alcoholic beverages and other substances as well as on recreation and culture increased. In the light of the above observations one can formulate a thesis that the groups of households of old-age pensioners and disability pensioners function under acute economic restrictions which is reflected in an unfavourable and still worsening structure of expenditures.
