Abstrakty

Państwo dobrobytu jest obecnie głęboko zakorzenionym elementem kulturowym w społeczeństwach zachodnich. Posiada poparcie mas społecznych, licznych ugrupowań prorządowych, partii politycznych i polityków, a nawet zrzeszeń przedsiębiorców. Nie sposób dziś sobie wyobrazić podejmowania jakichkolwiek decyzji politycznych bez odnoszenia się do ich społecznych efektów i ich wpływu na sytuację grup szczególnie narażonych na wykluczenie społeczne. W jaki jednak sposób doszło do takiego ukształtowania się współczesnego ładu społecznego? Czy realizacja postulatów państwa dobrobytu oznacza, iż wszystkie problemy społeczne zostały już rozwiązane? Czy na podstawie istniejących teorii dotyczących rozwoju państwa opiekuńczego można przewidywać jego dalszą ewolucję? (fragment tekstu)

The welfare state is nowadays a permanent cultural component of the Western societies. However , it should be pointed out that there is a considerable difference between the 'classical' model of the welfare state, which was developed during the post-war decades, and the modern model, which roots can be traced back to the socioeconomic changes of the 80s. The welfare state has been challenged today by rather new problems which are caused by endogenous and exogenous factors. The former comprise of the so called new social risks and the effects of the welfare state arrangements on individual's behavior and the latter include the impact of globalization and austere economic conditions. The paper explores the process of the welfare state development, the evolution of its goals and duties and shows the theoretical attempts to interpret its progress. The article ends with conclusion that despite of the growing popularity of the welfare state's criticism, it is doubtful that it shall disappear from the landscape of the Western societies, although its evolution seems to proceed faster than before. 9original abstract)
