Abstrakty

Przedmiotem niniejszego opracowania jest analiza specyfiki wdrażania ESZ i związanego z nią wpływu na polską politykę zatrudnienia. W artykule zostały omówione wyniki dotychczas przeprowadzonych badań empirycznych. Wskazano również na kanały oddziaływania ESZ w postaci wpływu na zawartość merytoryczną polityki zatrudnienia, jak i związany z jej prowadzeniem proces polityczny. (fragment tekstu)

The European Employment Strategy (EES) was initiated in 1997 as a strategy aiming to fight with unemployment and improve functioning of labour market policies in the EU member states. The analysis of specific characteristics of the EES implementation and its impact on the Polish employment policy are the main goals of this paper. It covers both quantitative and qualitative implementation results of the EES on national and regional levels. The findings show that measurable indices do not reveal a major impact of the EES on the labour market in Poland. A very important qualitative change however may be observed regarding the employment policy content and process. Better results were achieved concerning the policy content especially the policy instruments actively supporting employment. The open method of coordination being a part of the policy process and mechanism of the EES implementation so far has not been effectively used. (original abstract)
