Human and Social Capital of a region as an Element of Growth of Knowledge Based Economy

Celem artykułu jest odpowiedź na pytanie, czy kapitał ludzki i społeczny oddziałuje na możliwości przyspieszenia rozwoju gospodarczego regionu, szczególnie gospodarki opartej na wiedzy. Przedmiotem badań jest województwo wielkopolskie. Podjęto próbę wyjaśnienia, czy w regionie ujawnia się koncentracja kapitału ludzkiego i społecznego w centrum oraz czy występują znaczące zróżnicowania wewnętrzne zarówno po stronie poziomurozwoju, jak i składowych kapitału. Analiza przedstawiona została na podstawie dostęnych materiałów statystycznych oraz badań ankietowych. (fragment tekstu)
The aim of the article is to empirically verify the thesis about a positive correlation between the level and concentration of human and social capital and the economic growth. The studies focused on Wielkopolskie voivodship. The authors made an attempt to answer the question to what extent and in what spatial differentiation the human and social capital influences the possibilities of economic growth of this region in the context of the economy based on knowledge and innovative potential. The authors used available statistical data and the results of surveys. Human capital and social capital reveal strong mutual links. The social capital is a category much harder to assess; it has a more complex structure than the human capital and its measurement as well as the explanation of its role in an innovative economy is much more difficult. Tendencies of changes in the meaning of the attributes of human and social capital in the environment of modern innovative economy were explained. Traditional quantitative features of labour force are no longer a sufficient factor for growth; on the contrary they may become a barrier for growth and must be supplemented with such features as: high level and differentiation of education, technical qualifications, managerial abilities, eagerness to acquire new knowledge, and the like. Similarly, the former features of social capital, such as hard working, honesty, responsibility, moral and ethical standards, culture and social altruism may not be sufficient or may lose their significance in favour of other features. The new features of this capital include individual entrepreneurship, readiness to take risk, open- mindedness, ability to cooperate and act in the networks of links. The pro-innovative functioning of human and social capital requires harmonized cooperation of a number of institutions, above all public institutions, including local self-government. The human capital in Wielkopolska is not particularly distinctive against the background of the national average, therefore a credible comparison of Wielkopolskas social capital with that of other regions is virtually impossible. As results from statistical data and entrepreneurs' opinions the human capital and the social capital may prove to be too weak or insufficient to stimulate the growth of innovative economy based on knowledge in the whole region. There is a spatial differentiation in the level of development in Wielkopolska: Poznan and its sub-region have a positive advantage over the level of development in the eastern sub-regions of Konin and Kalisz. Spatial differentiation of the human capital is more clearly related to the differences in the level of socio-economic development than that of the social capital. (original abstract)
