Abstrakty

Tradycyjny "kontrakt międzygeneracyjny", utrzymujący priorytet dla osób starszych oznacza wzrastające ciężary finansowe (związane z ochroną zdrowia, opieką społeczną, systemami emerytalnymi) i coraz mniejszy udział wydatków na rzecz młodego pokolenia. Potrzebny jest nowy kontrakt międzygeneracyjny, rozumiany jako nadanie priorytetowego znaczenia działaniom na rzecz inwestowania w młode pokolenie.(fragment tekstu)

The pace of demographic changes that took place in Poland and in other European countries in the last decades of the previous century and in the first decade of 21st century varied, but their characteristics and consequences are similar. The changes affected family models, fertility rates declined to the level not securing replacement rate. The above changes were paralleled by the society ageing process whose social and economic impact intensify migratory processes. Such phenomena are reflected in the family policies of EU countries in different ways. Direct pro-natal policy is pursued very rarely, more attention is paid to the qualitative aspect, which means creation of child wellbeing, allowing to perform various functions of the family, including procreation role as well as social roles of woman such occupational and maternity roles. A need to stop negative demographic trends should become a goal of the Polish family-oriented policy. At present it has to a large extent social nature (family protection under difficult circumstances) and solutions supporting procreation decisions are indirect by nature - they are oriented, among others, at mitigation of hardships such as reconciliation of occupational with family duties. This is the right direction, but such activities should be supported with other solutions conducive to the implementation of procreation plans. A new stream in the family-oriented policy should be creation of solutions allowing to fulfil care-taking duties vis-à-vis the elderly.(original abstract)
