Celem niniejszego artykułu jest wskazanie na trudności związane z pomiarem efektywności partnerstw lokalnych. Wyjaśniono, w jaki sposób można definiować i mierzyć efektywność partnerstw zgodnie z paradygmatem sieci. Omówiono wyzwania dla badaczy zainteresowanych pomiarem efektywności działania partnerstw, związane z rozumieniem pojęcia efektywności, rodzajami partnerstw, formy zarządzania partnerstwem, a także etapu rozwoju. A substantial literature now describes networks as a new paradigm of public management. In particular, a growing interest in partnerships as a form of governance in community development has been observed recently. Many public politics and programs are being introduced not by individual organizations, but as a result of collective actions including partnerships. The collaboration of organizations that constitute a network should result in the raised effectiveness of developing public services. The aim of this article is to present the main issues of measuring the effectiveness of local partnerships. A network approach was applied to discuss the functioning of partnerships and assessing its results. By researching the literature in networks it was possible to show how the effectiveness of networks can be measured and what are the problems of its conceptualization. Then, different perspectives in measuring networks effectiveness and challenges in effectiveness measurement called exogenous that result from the type of partnership, the form of its governance and its developmental stage, were discussed. Finally, a multilevel approach to network research was presented. To sum up, the article offers a concise review of the literature that can be useful for those researchers who are interested in measurement of networks operating in the public sector.
