Abstrakty

Artykuł omawia zmiany w polityce współpracy rozwojowej Unii Europejskiej zaproponowane w październiku i grudniu 2011 roku dotyczące współpracy w dziedzinie rozwoju UE. Dokonano analizy nowych instrumentów i strategii dotyczących konkretnych działań zewnętrznych UE, podkreślając kwestię dobrych rządów, praw człowieka i demokracji jako warunku wstępnego współpracy w zakresie rozwoju i wsparcia finansowego. Autor w swym artykule sugeruje również, że śmiałość Europy w promowaniu szczegółowych norm, wartości i interesów europejskich współbrzmi z najnowszymi zmianami w Północnej Afryce i mogłaby wpłynąć na przyszłe stosunki ze słabo rozwiniętymi krajami afrykańskimi. The article highlights briefly the changes proposed respectively in October and December 2011 regarding EU development cooperation. New instruments and strategies are analysed, concerning specific EU external actions with emphasis on good governance, human rights, and democracy, as a prerequisite for development cooperation and financial support. The paper suggests also that Europe's boldness in advancing particular norms, values and European interests chimes with recent changes in the North Africa, and might affect future relations with underdeveloped African countries.
