The Agricultural Agreement between the European Union and Morocco : Potential Impact on Poland and the EU

Abstrakty
W lipcu 2012 r. wejdzie w życie porozumienie w sprawie wzajemnej liberalizacji handlu produktami rolnymi, przetworzonymi artykułami rolnymi, rybami i produktami rybołówstwa między UE i Marokiem. Stanowi ono realizację postanowień układu stowarzyszeniowego i wpisuje się w nowe podejście do polityki sąsiedztwa ("więcej za więcej"). Jest ono również pierwszym krokiem w wypracowaniu nowej formuły stosunków dwustronnych. Parafowanie porozumienia, a następnie jego przyjęcie przez Parlament Europejski, wzbudziło wiele kontrowersji, w tym sprzeciwy rolników z południa Europy, najbardziej narażonych na jego negatywne skutki. W artykule omówiono dyskusję towarzyszącą procesowi zatwierdzania porozumienia oraz jego główne postanowienia. Przedstawiono też wielkość i strukturę wymiany handlowej UE i Polski z Marokiem oraz podjęto próbę oceny wpływu porozumienia na unijną i polską wymianę handlową. (abstrakt oryginalny)
On 1st July 2012, the agreement concerning reciprocal liberalisation measures on agricultural products, processed agricultural products, fish and fishery products, between the EU and Morocco will enter into force. It is aimed at implementation of greater liberalisation provided for in the Association Agreement and is fully in line with the EU's new approach towards neighbourhood policy ("more for more"). The agreement will initiate a new phase in EU-Moroccan relations. Initialisation of the agreement and its approval by the European Parliament cause heated debate, including strong objections from South European farmers, the most exposed to negative consequences of the agreement. In their article, the authors presented debate on agreement's approval as well as its main provisions. They also presented volume and structure of the EU's and Poland's merchandise trade with Morocco and tried to assess potential impact of the agreement on their foreign trade. (original abstract)
