Umowa o wolnym handlu między Unią Europejską a Koreą Płd. od początku wzbudzała wiele zastrzeżeń borykających się z recesją europejskich koncernów samochodowych. Już w trakcie rokowań Europejskie Stowarzyszenie Producentów Samochodowych (ACEA) zarzucało Komisji Europejskiej, że w branży samochodowej bilans będzie korzystny dla Korei, a tym samym pogłębi się deficyt Unii w handlu wyrobami motoryzacyjnymi. Po roku funkcjonowania umowy z wnioskiem o ustanowienie przewidzianego umową nadzoru nad importem samochodów z Korei wystąpiła Francja. W artykule badany jest wpływ umowy na handel samochodami osobowymi między UE i Koreą oraz ich udziały w rynku samochodowym drugiej strony w pierwszym roku po wejściu umowy w życie. W tym celu przeanalizowano znaczenie unijnego i koreańskiego rynku dla stron umowy oraz zmiany w handlu w badanym okresie. Omówiono ponadto postanowienia umowy dotyczące branży motoryzacyjnej, w tym klauzule zabezpieczające krajowych producentów przed gwałtownym napływem importowanych towarów lub niekorzystnymi skutkami stosowania systemu zwrotu cła. Zaprezentowano także wyniki opracowań europejskich i koreańskich ośrodków badawczych analizujących potencjalne skutki umowy. W podsumowaniu autorka formułuje wnioski dla wspólnej polityki handlowej oraz sygnalizuje problemy z podpisaniem przyszłej umowy o wolnym handlu z Japonią, największym eksporterem samochodów na rynek UE. The free trade agreement negotiated between the EU and the Republic of Korea, which entered provisionally into life on 1st July 2011, aroused strong controversy on the side of European automobile producers. Already during negotiations, the European automobile manufacturers' association (ACEA) emphasised its discontent with the EU-Korea FTA, which it regarded as unbalanced to the advantage of Korean producers of motor vehicles. A year after the entry of the FTA into force, France formally requested that the EU apply the surveillance mechanism, as provided under the terms of the trade deal. The paper seeks to establish implications of the Agreement on trade in cars between the EU and Korea and their market shares in the first year after the entrance of the FTA into force. To this end, the significance of European and Korean car markets for the other party and trends in mutual trade in that period were analysed. Additionally, provisions of the FTA on the automobile sector, including safeguard clauses on protection against excessive imports or unfavourable implications of duty drawback system, were discussed. The paper is supplemented with an overview of European and Korean studies on potential trade effects of the EU-Korea FTA. The author draws conclusions for the EU common commercial policy and signals problems with future FTA with Japan, the major exporter of passenger cars to the EU. (original abstract)
