The article focuses on one of the instruments on the impact of state management processes namely regulation. Its original purpose was to reduce or eliminate the inefficiencies caused by market failures in order to maximize social welfare. In reality, however, regulation may be seen include as a way to achieve the objectives of interest groups. The article presents an analysis of regulatory policy in Poland in the so-called. network industries, namely electricity and electronic communications, in the context of eliminating the barriers of social exclusion. These market areas are subject to sectoral regulation, led by a specially appointed regulatory bodies, namely the President of Electronic Communications Office and The President of Energy Regulatory Office. Their tasks include focus the use of anti-monopoly by the company. One of the objectives is also removing the barriers in access to services and social exclusion. This is achieved by including so-called protection. vulnerable customers. (original abstract)
