Analiza omawianych w niniejszym artykule pojęć ma nie tylko walor poznawczy, ale może również posiadać pewną wartość praktyczną w ramach dalszych prób wyczerpującego określenia istoty terroryzmu. Dokonanie rozróżnienia między odmiennymi kategoriami przestępstw o podłożu politycznym, nie należało nigdy do zagadnień łatwych, o czym świadczyć może niejednolita praktyka państw oraz ich niespójne orzecznictwo w tym zakresie. The article contains general considerations in the scope of the legal notion of terrorism. It does not however constitute an elaboration which presents in detail a various way of perceiving the essence of terroristic acts in the range of numerous definitions created earlier. It does not also pretend to be an article, which is to determine the complexity of problems of a universal definition and difficulties connected with it in obtaining the consensus in the international society. The guiding idea is presentation of the above mentioned problems in a context of acts of violence different from terrorism, though incontestably possessing certain features characteristic of it. Beginning from an analysis of the categories of political offences known to the doctrine, the article concentrates itself on investigating and assessment of acts of violence causing the universal fright, using in their activities an element of intimidation, as well as consisting in systematic use of terror. The basic intention of these considerations is indicating that not every act entailing an apprehension about one own' s life or of a larger amount of persons should be evaluated as a terroristic act. This conclusion refers also to the results of reflections over the problems of political offences. The fact that the most often indicated feature of the phenomenon of terrorism is the political character of such type of acts cannot mean that these are offences of the same range. A possibility to perceive differences existing in this scope does not possess only a cognitive value in relation to the essence of the phenome-non of terrorism. Since the problems in the matter of differentiation of political offences and terroristic acts are visible even on an example of incoherent judicial decisions and connected with them not uniform practice of states in the range of examination of extradition motions. On the other hand defining the notion of terrorism by recalling the notion of terror can lead to effacing the border between what is terroristic and what causes only the universal fright.
