Celem opracowania jest ukazanie struktury osób bezdomnych w Opolu oraz przyznanej im pomocy przez Miejski Ośrodek Pomocy Rodzinie (MOPR) w latach 2005-2009. MOPR w Opolu wykonuje jednocześnie zadania gminnego ośrodka pomocy społecznej oraz powiatowego centrum pomocy rodzinie. (fragment tekstu)

Homelessness is a social phenomenon that is present in each and every country and there are many reasons of its occurrence. Rarely, there is one reason why a person becomes homeless. The factors that lead to homelessness are complex and determined. In Poland the burden of providing support to the homeless lies with the authorities of communes, who are responsible for ensuring food, clothes and shelter to each homeless person. In Opole and Opole Province there are many institutions, centers and organizations which provide social assistance. One of such institution is the Municipal Family Support Centre that carries out national social policy. People who benefit from it are the homeless, impaired and others. The percentage of the homeless is 5% and in majority they are men. There are actions taken by the staff and volunteers of social assistance houses and ministerial programs to improve the situation of the homeless. Despite the made steps many people who faced the said problems resign from such support. Their choice of different lifestyle is dictated by inability to observe the rules imposed in the social assistance houses. (original abstract)
