W opracowaniu opisano i poddano analizie strukturę sfery nauki i postępu technicznego w Polsce, z punktu widzenia jej zdolności do generowania strumienia innowacji. W oparciu o przegląd dystrybucji kadr i środków materialnych między różne piony tej sfery, sformułowano wnioski w sprawie ewentualnej jej destrukturalizacji tak, aby w trudnym dla nauki i techniki okresie zachować jej potencjał z możliwie najmniejszymi stratami. The paper is devoted to the evaluation of the state of the sphere of science and technological progress in Poland. Starting from the determination of the role played in the modern world by R and D sphere and from its features and the present tendencies of the development the author outlines the organizational structure of the discussed sphere and the division of the scientific staff among its basical three sections: the institutes of Polish Academy of Sciences, the institutes of universities and academies and the R and D institutes of different departments and branches of national economy. Against the background of the presented irregularities at filling the personnel of the particular sections the author depicts the repartition of fixed assets, the research apparatus and the means of financing the current R and D activities. The considerations terminate in the concise conclusions whose essence is the postulate of destructuralization of the R and D base by means of transferring a part of the potential of the industrial R and D institutions to the section of universities and academies or Polish Academy of Sciences and a part to the sphere of economy by including them into enterprises and strict subordination of their activity to the current and future needs of their mother firms.
