Artykuł ten próbuje odpowiedzieć na pytanie o rolę, jaką w systemie politycznym Unii Europejskiej pełni Komisja. Zasadnicze znaczenie ma to, na ile jest to rola polityczna, a na ile regulacyjna oraz czy połączenie obu tych sposobów funkcjonowania ma pozytywne czy też negatywne konsekwencje. (fragment tekstu)

Those who regard European Union as a regulatory organisation believe the European Commission should play a role of neutral, output-oriented institution. Others claim the Union needs more democracy and demand more political involvement and accountability from the Commission. This article assesses the current position of the European Commission between regulatory functions and political ambitions. To this end, treaty provisions and Commission's activities were analysed. Some focus is also given to the legitimacy consequences of mixing the two above-mentioned roles. (original abstract)
