Podstawowe zasady i formy koordynacji polityki gospodarczej krajów członkowskich UE zostały wypracowane w latach 90. XX wieku, w okresie przygotowań do utworzenia Unii Gospodarczej i Walutowej (UGiW). W pierwszej dekadzie jej funkcjonowania, system ten podlegał licznym zmianom i uzupełnieniom, zarówno na podstawie nowelizacji aktów rangi traktatowej, jak i poprzez uzgadnianie nowych, pozatraktatowych form współpracy. W ostatnich latach funkcjonowanie mechanizmów koordynacji polityki gospodarczej krajów UE zostało poddane istotnej - nie zawsze zakończonej sukcesem - próbie w warunkach kryzysowych. Warto zatem zastanowić się nad celami, jakie przyświecały wprowadzeniu systemu koordynacji polityki gospodarczej krajów UE oraz pokusić się o sformułowanie ocen jego skuteczności i wniosków dotyczących ostatnich reform tego systemu, uzgodnionych w 2011 r. Niniejsze opracowanie stanowi głos w dyskusji o przyczynach i możliwych kierunkach dalszej ewolucji systemu koordynacji polityki gospodarczej w Unii Europejskiej. (abstrakt oryginalny)

The fundamental principles and forms of economic policy coordination of the EU member states were agreed upon in the 1990s, in the run-up to the creation of the Economic and Monetary Union. In the first decade of its functioning, this system was subjected to numerous changes and supplements. In the recent years, the functioning of the mechanisms of economic policy coordination of the EU member states was tested, not necessarily successfully, in the conditions of crisis. The conclusions of economic integration theory suggest that economic policy coordination of the monetary union member states is a necessary complement to a decision regarding adopting common currency. Fundamental goals and principles of economic policy coordination adopted in the EMU do not always reflect theoretical conceptions - in case of the EU, stability of the single currency (defined in terms of price stability) was accepted as the primary goal of economic policy, whereas production and employment stabilisation in the economies of the respective member states are considered of secondary importance. Moreover, many mechanisms of economic policy coordination in the EU lack effective sanctions for noncompliance with the agreed commitments, which in practice significantly reduces their credibility. The paper attempts to analyse the initial goals of the system of economic policy coordination of the EU member states and provides an assessment of its functioning in the period of economic crisis, as well as conclusions concerning recent reforms of this system, introduced in 2011.
