Abstrakty

W opracowaniu autorka prezentuje treść podstawowych aktów prawnych regulujących administrację stolicy Stanów Zjednoczonych od jej założenia do czasów współczesnych. Specyfi czny status Dystryktu był i jest konsekwencją federalnego charakteru państwa oraz łączenia funkcji stanowo-lokalnej opartej na samorządzie z rolą stolicy państwa. Dystrykt działa jako jednostka home-rule, choć coraz częściej pojawiają się postulaty przekształcenia go w stan. Jego władza jest natomiast ograniczona na rzecz Kongresu, przede wszystkim w sferze kompetencji prawodawczych, co skutkuje mniejszym zakresem samorządności tego obszaru w porównaniu do innych stanów oraz jednostek lokalnych funkcjonujących na zasadzie home-rule.(abstrakt oryginalny)

In the article, the authoress presents the content of the basic legal acts regulating the administration of the capital of the United States from its establishment to contemporary times. The specific status of the District was and is a consequence of the federal nature of the country, as well as the combination of the state and local functions based on self- government with the role of the country's capital city. The District is a home-rule unit, although postulates are appearing increasingly frequently to transform it into a state. However, its authority is restricted to the favour of the Congress, primarily in the area of law-making powers, which results in a smaller scope of self-governance of this area than other states and local units operating on the home-rule basis.
