Abstrakty

Artykuł przedstawia warunki formalne i faktyczne funkcjonowania albańskich jednostek samorządu tery- torialnego. Autor omawia zmiany w zakresie decentralizacji, które miały największy wpływ na działalność gmin oraz okręgów, przedstawia ponadto status prawny stolicy kraju oraz analizuje największe sukcesy i porażki dotychczasowych reform. Stwierdza jednocześnie, że nacisk zewnętrzny (głównie instytucji europejskich - Rady Europy i Unii Europejskiej - oraz Stanów Zjednoczonych) skutecznie niweluje w Albanii polityczne próby ograniczenia suwerenności samorządu terytorialnego. The article presents the formal and actual conditions of the functioning of Albanian territorial self-government units. The author discusses the changes in decentralization which have had the greatest impact on the activities of municipalities and districts, as well as presenting the leqal status of the country s capital, and analyses the successes and failures of the reforms to date. He simultaneously concludes that external pressure is effectively eliminating the political attempts to reduce the sovereignty of territorial self-government in Albania. (original abstract)
