Abstrakty

Governance jest koncepcją wyrażającą nowy sposób myślenia o rozwoju wynikającym ze zmieniającej się rzeczywistości. Nie ma ona waloru teorii, może być traktowana jako pewien model wynikający z obserwacji rzeczywistości. Pojęcie jest dość płynne, zmienia się w zależności od pola i zakresu badań. Głównym problemem, jaki stawia governance jest poszukiwanie odpowiedzi na pytanie: jak dzisiaj, w otwartym i zglobalizowanym świecie, mają rozwijać się społeczeństwa. (fragment tekstu)

The article discusses the nature and the essence of the notion of governance. Since 90's of the twentieth century this term has been commonly used for defining a new way of public management. In the large literature on this subject, there was proposed a thesis, that public development policies represent the features of a collective game in which the main determinants are: the mediation procedures between competing interests and the cooperation of different organizations. These policies are based on the extensive cooperation between public, private and social organizations. It means the interaction between all actors of the public life (authorities, society, institutions, private entities and various organizations) who jointly: use resources owned by each of them and take decisions as well as share the responsibility.
