Abstrakty

Wdrażanie budżetowania zadaniowego w Polsce w podsektorze rządowym ma już kilkuletnią historię. Nowa ustawa o finansach publicznych usankcjonowała stosowanie tego narzędzia nie tylko na poziomie budżetowym (jako element uzasadnienia do projektu ustawy budżetowej), ale także strategicznym (Wieloletni Plan Finansowy Państwa) i zarządczym (kontrola zarządcza, plany działalności). Prezentowane do tej pory przez Ministerstwo Finansów rozwiązania w zakresie budżetowania zadaniowego można uznać za pierwszy krok w kierunku koncentrowania uwagi administracji publicznej na osiąganych rezultatach. Do pełnego wdrożenia tego narzędzia konieczne są między innymi nowe rozwiązania ewidencyjno-sprawozdawcze oraz wypracowanie metod ewaluacji stosowanych przez poszczególnych dysponentów zadań. The article presents the experience of the American administration in applying the PART method. It shows an analysis of strengths and weaknesses of this solution from the viewpoint of the implementation of performance budgeting. The research presented in this paper can be the basis for conclusions useful to create a system of evaluation of public tasks for the Polish government sector. Translated. (short original abstract)
