Omówiono rolę i znaczenie Niemiec w tworzeniu i planowaniu budżetu Unii Europejskiej. Scharakteryzowano europejskie negocjacje budżetowe z lat 1992 (Delors II), 1999 (Agenda 2000) oraz 2005 (Agenda 2007).
The focus of this paper is the relationship between Germany and the EU as exemplified by the Community budget. Germany is the biggest net payer and one the main actors in the negotiations on the financial perspectives of the EU. This analysis embraces Berlin's preferences and strategies in its budgetary decisions in 1992, 1999 and 2005. Behind the simplified image of "wallet diplomacy" there is a dynamic actor subject to many, often, contradictory politico-economic pressures and the changing realities of community policy. Germany, which from the 1980s has been the key author of budgetary compromises, contributed to the stabilization of EU finances in the wake of the eastward enlargement. The combination of the role of mediator with an austerity course was possible thanks to the skillful use of time in the decision-making process, a combination of soft and hard negotiation tactics and effective coalition policy.
