In June 2011 European Commission submitted the Council a proposal of two new own resources in the financial perspective 2014-2020: financial transaction tax and new VAT which aim is to replace the present VAT-based resource. In the article proposals of new own resources were assessed according to the criterion of fiscal efficiency against the background of the system of own resources in the years 2000-2010.(original abstract)
