Epidemics and Financial Crises in the Past and in Our Times

Celem opracowania jest pokazanie, że i współcześnie występują podobne współzależności. Hipotezę badawczą można sformułować następująco: współczesne procesy globalizacyjne są swoistym katalizatorem rozprzestrzeniania się takich plag dotykających społeczeństwa, jak ubóstwo, pandemie, kryzysy finansowe i inne. The banking analysis in the late Middle Ages revealed that the same scheme of banking development was also observed in the ancient Greece and Rome: at the beginning the legal principles of the Justinian Code (Corpus Iuris Civilis) were obeyed by the banks, they kept 100% of reserves. Then after some time, those principles were infringed, and the bankers started to lend money from the demand deposits, they often gave it to the rulers. It led to banking based on the fractional reserve and artificial credit expansion, what fractional reserve apparently accelerated the economy growth. The end of that process was the general economic crisis and the banks bankruptcy. The historic rule is that the change of the role of banks from financial intermediary to the loans and credits creators from demand deposits, in conditions of banking based on fractional reserves and at the lack of the central bank support (or similar institution), it always leads to the banks bankruptcy, the decrease of the money supply (loans and deposits) and the economic recession. It is surprising, that nowadays researches of the crisis situation are based on the Malthus interpretation. The representatives of inflationary interpretation of history obstinately indicate the positive aspect of social and demographic disasters (wars, pandemics, earthquakes, tsunami etc.) as the factors which drive the economic boom. Neither the epidemic, nor the shocking therapy are the factors which can re-establish the economic boom. The economic recession would be finished sooner or later after correcting the wrong investment decisions (made during in the credit expansion period), owing to the money appreciation, the prices decline and limiting cash balances of the population. According to the Chicago school, the epidemics and different forms of shocking therapy, change only the relation of utility of the present goods to the utility of future goods. The disasters cause the rapid increase of the time preference. Then, the economic subjects suspend their time-consuming actions, because they expect to achieve more valuable purposes in the nearest future. The consequence of voluntary decrease of population savings is the production withdrawal from the distant consumption stages and its transmission to the nearest stages. It causes the interest rate increase, the fixed assets decrease and the decrease of the investment in their production, the rise of prices of the consumption goods, the decrease of the real payments and pensions, what leads to the replacement of the capital by relatively cheaper work. The decrease of the capital - output ratio means the work productivity decrease, the radical decrease supply of goods and consumption services, the further increase of their prices and, as a consequence, general society impoverishment.
