Countries of Eastern Europe tend towards market and democracy, but underways - and particularly in the former Soviet Union - authoriatarian governments and a mixed economy with a high share of the public sector, may appear. This would be neither a lively copy of the West nor a continuation of the centralistic system. The process of systemic transformation will go on following plans devised in advance (although with many deviations) rather than in a spontaneous way. Hence there is a peculiar regress to the constructivism criticized by K. Popper and F. Hayek, which was supposed to be an exclusive property of Marxism and of the communist system. The way to the Western civilization standard, arm-in-arm with market and democracy, will not be an easy one. The economic recovery in Central-Eastern Europe is expected to start in 1992-93 and in the former Soviet Union in 1994-95. By the end of the current century, the Eastern Europe will not recover yet its 1989 GDP level, and the distance dividing it from the rest of the world will be greater than before the breakdown of the former system.
