EU Structural Funds in Poland and the Building of the State

Abstrakty
Przedstawiono wnioski płynące z pierwszego podejścia do środków strukturalnych na lata 2004-2006. Scharakteryzowano alokację pozyskanych funduszy oraz sfinansowane przez nie programy operacyjne.
In the years 2007-2015 Poland is to spend in excess of 67 billion Euro of structural aid from the European Regional Development Fund, the European Social Fund and the Cohesion Fund. Additionally, it will gain access to 30 billion Euro for agriculture and fishing from the European Agricultural Fund for Rural Development and the European Fisheries Fund. How then, are these funds to be committed, so as to ensure the best balance of payment and to achieve the best effect for Poland? Tactical measures ensuring high absorption of funds from the EU budget and the strategy chosen for Poland's development in key areas, are of equal importance. The scale of structural funds at Poland's disposal and the attendant projects are vast. The problems lie with a weak and instable state, continually changing its structure. In thinking on the next EU financial perspective we should not concentrate on the mechanisms but on strategy. Too much is being said about the process of gaining access to and distributing the funds and project implementation, and too little on the shape of the state being built. (original abstract)
