The Commercialization of research results : How do Others do It?

Abstrakty
Niniejsze opracowanie ma na celu usystematyzowanie wiedzy na temat komercjalizacji badań naukowych na świecie. W pierwszej części artykułu prezentujemy regulacje prawne i inicjatywy wprowadzane przez poszczególne rządy - "z góry w dół" - w celu zwiększenia liczby komercjalizowanych wyników badań naukowych. Pokazujemy zarówno różnice w liczbach komercjalizowanych wyników badań naukowych występujących między systemem amerykańskim a europejskim i wskazujemy powody występowania tych różnic. W drugiej części artykułu pokazujemy, jakie narzędzia stosują same uczelnie i jednostki badawcze w celu zapewnienia sobie dodatkowych dochodów, czyli inicjatywy "z dołu do góry". The objective of this article is to assemble knowledge concerning the topic of the commercialization of research results in the world. In the first part of the article we present the legal regulations and initiatives that were implemented by respective governments - "top-down" - in order to increase the number of commercialized scientific research results. We show the differences in the numbers of commercialized scientific research results that occur between the American and European systems and we indicate the reasons why these differences occur. In the second part of the article we show what tools Universities and RDUs implement in order to ensure additional incomes for themselves, i.e. "bottom-up" initiatives. (original abstract)
