In recent years the Russian innovation policy has made a significant progress that manifests itself in discussing the ways of fostering innovation, developing its methodological, institutional and resource base as well as a higher perceptiveness of innovation fostering tools by decision-makers. However, the policy has not yet succeeded in improving business innovation activities that remain local, thus not giving prerequisites to transform the general macroeconomic context. Basing on a questionnaire survey of the top managers of more than 600 Russian industrial enterprises carried out in autumn 2011, the authors analyze how fostering mechanisms (tax incentives, direct financial support for projects, development institutes, etc.) affect business innovation performance, and identify the business demand for public policies. (original abstract)
