The existence of a cluster on the district territory is related to activities associated with effective management, innovation and activity in the range of research and development.A cluster is also a tool used to expand markets for approved specialization of production, due to the supra-regional nature of this type of business. From the self government's point of view it requires the involvement of marketing and solicitation of a proper infrastructure for further development. The activities being the base for clusters' development in Ruhr Area have begun in the eighties of twentieth century. One of the best examples of industrial clusters functioning in Ruhr Area for local development can be Ennepe Ruhr Kreis (Ennepe Ruhr District) (ie. medical sector, machine building industry) as well as Dortmund (a development of micro- and nanotechnology).(fragment of text)

W początkowej części opracowania zawarto podstawy prawne dotyczące procesu planowania rozwoju gminy w Zagłębiu Ruhry. Na podstawie wywiadów autorki z osobami odpowiedzialnymi za programowanie rozwoju gmin w regionie Ruhry zaprezentowano przykłady wykorzystania powszechnie znanych narzędzi stymulacji rozwoju lokalnego w pokonywaniu skutków przekształceń strukturalnych, tj. klastrów oraz partnerstwa publiczno-prywatnego (w Herne, Dortmundzie oraz Ennepe Ruhr-Kreis). Przedmiotem analizy stały się elementy procesu planowania rozwoju gminy prowadzące do efektywnego korzystania z klastrów oraz PPP. Uwagę zwrócono także na znaczenie samorządu lokalnego w kreowaniu przestrzeni sprzyjającej rozwojowi lokalnemu na pod-stawie przedmiotowych instrumentów.(abstrakt autora)
