Abstrakty

Światowy kryzys gospodarczy wywarł bardzo istotny wpływ na kondycję finansów publicznych większości państw europejskich. Średni udział deficytu sektora general government w państwach UE w latach 2009-2010 przekroczył 6% PKB, podczas gdy przeciętna relacja długu publicznego do PKB sięgnęła 80%1. Do tak znacznego przyrostu zadłużenia publicznego przyczyniło się za-równo działanie tzw. automatycznych stabilizatorów koniunktury, jak też stosowanie różnego typu dyskrecjonalnych pakietów antykryzysowych. Niebagatelną rolę odegrała także presja społeczna na wzrost wydatków publicznych oraz coraz bardziej odczuwalne skutki niekorzystnych zmian demograficznych.(abstrakt oryginalny)

In the conditions of current economic crisis it seems essential to emphasize the new character of intervention measures taken by present-day countries in response to crisis phenomena. These efforts should go beyond immediate short-term measures and focus primarily on guaranteeing a long-term growth after the crisis ends, its essential el-ement being stable public finance. Sub-national governments have to play an important role in implementing investment recovery strategies, because the are responsible for more than a half of UE investment spending. The main aim of the article is to show the evolution of the SNG investment expenditures in terms of ongoing economic downturn and indication of the main obstacles to their development, as well as the presentation of practical activities to overcome these obstacles undertaken in selected European countries.(original abstract)
