Literature concerning small firms growth stress that institutions play a great role in shaping the ability of growth of the firms. There are two sides of institutions: objective one, and subjective. The paper investigates both, first the objective quality of institutions in Poland was presented. Then the perception of owner-managers was described, on the basis of Pomeranian Economics Observatory research. The conclusion is that the perception of the institution is not influencing the growth intentions.(original abstract)
