Abstrakty
Celem artykułu jest przedstawienie ewolucji zagadnienia adresowania polityki rynku pracy, w tym przede wszystkim wyjaśnienie istoty koncepcji solidarnościowej i proefektywnościowej oraz wskazanie argumentów przemawiających za i przeciw ich stosowaniu. Artykuł prezentuje również przykład innowacyjnego narzędzia do adresowania polityki rynku pracy bazującego na modelowaniu ekonometrycznym, które opracowano w Niemczech w ramach projektu Treatment Effect and Prediction (TrEffeR).(fragment tekstu)
Well targeted active labour market policies create better prospects for achieving higher net employment outcomes. The paper analyses two alternative approaches to targeting labour market programs and identifies their strengths and possible limitations. The first approach refers rather to equity and solidarity arguments while the second to efficiency matters. The article provides also an example of a good practise in the area of targeting labour market policy by describing a statistical support system which can predict the labour market outcome for each program and then suggest an optimal labour market program for each unemployed.(original abstract)
