The main goal of the new EU Member States is to join the area. It is a fact, because with the exception of Denmark and the United Kingdom, the EU Member States do not have an opt-out clause. The path towards euro adoption is embedded in multilateral institutional framework and comprises three phases: period from EU accession up to the country joining ERM II, participation in ERM II, period from the fulfillment of Maastricht convergence criteria to the eventual adoption of the euro.
