At the March 2000 Lisbon European Council, European Union Heads of State and Government declared that the EU should become by 2010 "the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion". In seeking to make this decisive impact on the eradication of poverty and social exclusion, they agreed to adopt the open method of co-ordination. This method involves defining a set of common objectives on poverty and social exclusion for the EU as a whole (which were agreed a few months later at the December 2000 Nice European Council), preparing National Action Plans on social inclusion that Member States have to submit to the European Commission (the first NAPs/inclusion were submitted during the summer of 2001), exchanging good practices across Member States through so-called peer reviews, adopting common indicators to monitor progress towards the common objectives and encourage mutual learning.
