Abstrakty

Rozwój społeczno-gospodarczy nie jest możliwy bez sprawnie funkcjonującej administracji publicznej, a w szczególności elektronicznej administracji (e-government)2. Stworzenie e-government wymaga zwiększenia roli technologii informacyjno-komunikacyjnych (ICT) w zarządzaniu publicznym oraz wykorzystania ich do przebudowy procesów wewnętrznych administracji publicznej i udostępnienia elektronicznych usług publicznych (e-usług publicznych)3. Trajektorię rozwoju e-government w Polsce wyznaczają dokumenty strategiczne opracowywane zarówno na szczeblu centralnym, jak i na szczeblu regionalnym. Praktyczną egzemplifikacją e-government są portale internetowe, na których instytucje administracji publicznej (urzędy) świadczą e-usługi publiczne obywatelom oraz biznesowi. Niestety w tym zakresie mamy jeszcze wiele do zrobienia i jako sprawę priorytetową należy potraktować rozwój takich portali. Dobrymi przykładami w tym zakresie są SEKAP i ePUAP, z których można zaczerpnąć pomysły dotyczące rozwoju e-government w Polsce.(fragment tekstu)

The aim of this paper is to analyze and evaluate the SEKAP and ePUAP portals. First off, the initiatives for building the e-government in Poland have been identified. Particular attention was paid to the internet portals of government services: SEKAP and ePUAP. Then the analysis of functionality and usability is presented. Finally, a discussion on the research findings is given. The achieved results can be useful while undertaking activities aimed at e‐government development in a country and particular regions.(original abstract)
