Budgetary policies in Stage Three of Economic and Monetary Union (EMU) remain in the hands of national governments. In order to ensure sound public finances and thus the price stability, a number of provisions have been made at EU level. In accordance with Article 104 of EC Treaty, the member states are obliged to avoid excessive government deficits and by signing the Stability and Growth Pact they have committed themselves to keeping their government budget positions close to balance or in surplus in the medium term. The idea is that having such positions would allow them to deal with the budgetary impact of normal cyclical fluctuations without breaching the 3% of GDP reference value. The proposed paper surveys the Austria's budget policy before EU-Accession, during arrangements for the EMU-Membership as well as fiscal strategy in the Euro- area. At the beginning of 1980s Austria's budget policy was aimed at maintaining full employment rather than at ensuring long-term sustainability which led to increase of public debt and budget deficit. The Government responded to these negative developments in public finances with consolidation measures. On the January the 1st 1995 Austria joined the European Union and declared the will to be among the founding members of the EMU. That required satisfying the constraints embodied in the Maastricht Treaty and the Stability and Growth Pact. Therefore the Maastricht criteria became the official objectives of Austrian budget policy. Having complied with all the Maastricht criteria Austria was among the first 11 countries that entered the third stage of EMU. The new government that started in 2000 announced as one of its objectives to balance the general government budget by 2002 and in the years ahead. However due to the ongoing weakness of the economy and an increase of the general government deficit, the goal of achieving strictly balanced budgets had to be redefined in 2003 into balancing the budget over the business cycle. Additionally the survey proves that changes in the Austria's fiscal strategy cannot be attributed to EU membership only as they are also an implication of opening up of Austrian economy, globalization, ageing population and the changing role of the State in the economy.
