W niniejszym artykule omówiono rolę państwa opiekuńczego oraz jego trudności w braku skuteczności w czasach kryzysu. Przedstawiono dane statystyczne dotyczące bezrobocia w głównych krajach wysoko uprzemysłowionych.

Lately, the system of a protective state has been going through considerable difficulties, the reason of which lies in the lack of effectiveness in the days of economic slump. Besides, the practice has shown that the protection coming within the policy of a protective state has produced, beside unquestionable benefits, some negative effects. Among others, it has weakened the willingness of young people to make decisions, to provide themselves with necessary means of subsistence. Additionally, the excessive growth of benefits has given rise to a new kind of unemployment, the so-called voluntary unemployment. The consequences of such activities have been reflected by the reduction in economic effects. In this connection, various attempts at departing from the system of a protective state have been undertaken. However, the departure is not easy, not only from the technical standpoint but also from the fact that most citizens of Western Europe generally still accept that system and hope for solving many problems within it, including unemployment. With the present difficulties of Western Europe connected with the necessity of structural changes, the continuation of the policy of a protective state is possible provided a modification of that model is carried out.
