A review of major issues related to the role which ports play in stimulating and supporting regional economic development has been completed. Ports as major industrial centers have critical impact on the quality of life of local and regional societies. There is an irrefutable and intricate connection between ports and regions. The portregion (city) relationships are impacted by changing economy and globalization. Many benefits from port activities occur in remote regions or areas, while costs are concentrated locally. This negative divergence requires proper management and policy making actions. Local authorities should actively participate in port management activities. To facilitate that, changes in port laws may be needed, especially in new EU member states. Economic impact of ports on local and national economies should be monitored to provide for the best investment and development decisions. Ports need interdisciplinary innovation in transportation. Some measures for increasing their role as innovative centers of intermodal transportation have been addressed (author's abstract)
W artykule zaprezentowano przegląd wybranych zagadnień związanych z rolą, jaką porty odgrywają w stymulowaniu i wspieraniu regionalnego rozwoju gospodarczego. Porty jako ważne ośrodki działalności gospodarczej, mają znaczny wpływ na jakość życia lokalnego i regionalnego społeczeństwa. Istnieje bliska zależność między portami a regionami. Wiele czynników wpływa na relacje port-region (miasto), takie jak zmiany w strukturze i tempie rozwoju gospodarki oraz globalizacja. Wiele korzyści z działań portów występuje nie w regionach gdzie są one położone, ale w oddalonych miastach i obszarach, natomiast większość kosztów jest skoncentrowanych i ponoszonych lokalnie. Ta negatywna rozbieżność wymaga właściwego zarządzania i działania portów oraz odpowiedniej polityki rozwoju portów jako centrów wzrostu gospodarczego. Władze lokalne powinny aktywnie uczestniczyć w zarządzaniu portami położonymi na ich terenie. W celu zapewnienia tego udziału, mogą być potrzebne zmiany prawa dotyczącego zarządzania portami oraz modyfikacje statutów portów. Dotyczy to szczególnie nowych państw członkowskich Unii Europejskiej takich jak Polska czy Litwa. Ekonomiczny wpływ portów na gospodarkę powinien być monitorowany i analizowany w aspekcie lokalnym i krajowym, w celu zagwarantowania, że podejmowane będą najbardziej efektywne decyzje inwestycyjne i rozwojowe. Rozwój portów wymaga interdyscyplinarnych innowacji. Niektóre metody podniesienia innowacyjności portów zostały omówione.(abstrakt autora)
