Abstrakty

Na przestrzeni ostatnich dwóch dekad wyraźnie daje się zauważyć ewolucję systemu światowego. Na skutek procesów globalizacji, obok tradycyjnych uczestników stosunków międzynarodowych takich jak państwa, coraz większą rolę zaczynają odgrywać ponadnarodowe organizacje rządowe, pozarządowe, międzynarodowe korporacje i związki zawodowe. Na tym tle szczególne znaczenie przypisuje się organizacjom międzynarodowym o charakterze regionalnym. Wśród nich niewątpliwym liderem jest Unia Europejska (UE). Choć bezspornym wydaje się fakt, iż rola współczesnego państwa oraz jego atrybutów ulegają ciągłej ewolucji, to w literaturze przedmiotu toczy się debata na temat znaczenia procesu integracji europejskiej dla zachodzących zmian. Przebiega ona na ogół pomiędzy zwolennikami i przeciwnikami umacniania się quasi-federalnej struktury Unii Europejskiej. Ci pierwsi argumentują, iż globalizacja wymusza delegowanie kompetencji i uprawnień na poziom ponadnarodowy, a ograniczanie roli państwa jest pewnym naturalnym efektem ubocznym historycznie uwarunkowanego procesu. Ci drudzy wzywają do umocnienia współpracy międzyrządowej w celu zapobieżenia powstania superpaństwa rządzonego przez nieposiadających politycznej legitymacji technokratów z Brukseli. I jedni, i drudzy wychodzą jednak z niesłusznego założenia, iż Unia Europejska to byt zupełnie niezależny od państw członkowskich, a wzajemna relacja jest jednostronna i hierarchiczna (top-down).(fragment tekstu)

The article undertakes the diffcult task of assessing the impact of the European inte tion on the shift of position of national states in the world system. The author argues that the main political and economic motivation to be a part of this process is the strengthening of member states, not weakening them. She also demonstrates that the EU multi-level decision-making process guarantees a critical role for member states, at the same time allowing for activities that would not be possible if these states chose to act alone. Finally, the article stresses that the current direction in which the EU is heading does not indicate a possibility of a supranational federal European state emerging in the near future. The most probable outcome of the processes will be rather a hybrid model, with member states still at the heart of the decision-making process. (original abstract)
