Intensywność prowadzenia ALMP w Szwecji w latach 90. doprowadziła do przeciwnych skutków niż zakładano. Zbyt duże nakłady finansowe połączone z obowiązkiem uczestnictwa w tych programach spowodowały wystąpienie tzw. efektu karuzeli. W Polsce jednak należy dopatrywać się tendencji odwrotnej, tzn. niskich nakładów na aktywne programy przeciwdziałania bezrobociu. Niskie nakłady na ALMP połączone z wysokimi środkami pompowanymi na polityki pasywne z pewnością nie przyczyniają się do aktywizacji bezrobotnych, a nawet powodują ich stygmatyzację. Warto zauważyć, że wysokie nakłady na polityki pasywne, połączone z wysoką stopą zastąpienia (stosunku wysokości wypłacanego zasiłku do płacy) dezaktywizują bezrobotnych. Rozwiązaniem tego problemu mogłyby być zasiłki wypłacane np. przez 2 miesiące z rzędu, po czym następowałby miesięczny okres przerwy. (fragment tekstu)

The article is aimed at the presentation of Swedish experiences in active policies on the labour market (ALMP) in the period of recession, i.e. in the 90 s and the conclusions drawn from their application in Poland, their application to solve problems on the labour market, including a low occupational ratio (thus a high rate of passivity), no adjustment (in terms of qualifications) of labour supply to the changing structure of demand and a low dynamics of flows between labour market resources. Based on the Swedish experience, the authors formulate recommendations in relation to the reform of the institutional labour market (passive and active policies). The most important conclusions to be drawn from the analysis indicate that the maximum effectiveness of the ALMP application in the future should be the resultant of the Swedish mistakes analysis, labour legislation reform as well as the change in the direction and strength of implementation labour market policies (through the creation of(fragment of text)
